I also see it as encouraging - based on history, they get cleaned out in one go, typically a day or two after being tested.
However I don't think it's desperation - I think it's an insto making money in broad daylight. They have their sale price, they know the price will go up, so they stick it on market. Could be that it's a pre-arranged deal at a set price between two instos, or a transfer of shares within an insto for tax reasons that are beyond my little mind
