No, not at all. I used to work in Central Africa. It is a place of amazing contrasts, immense opportunities, and also considerable danger. It is true that most of the people there can't speak or read English, however most of them can read and speak French, as they were former French colonies. Much of their legal system follows the French tradition rather than English common law. (Curiously the state of Louisiana in the USA also follows a French legal tradition along with other cultural aspects.)
It also should be remembered it is a very big place, much bigger than most countries of Europe. Successful companies there will be very mindful and sensitive to local linguistic and cultural traditions, which pretty much means the management will have to mostly live there on site. Mineral development projects there are not something one can manage remotely.
