Second tier resources in third tier locations rarely attract first tier management. These managers have the once in their life time gig and they will hang on to the purse for all its worth. I.e FFX, LLL, AVZ . All of these companies see no action and can function with very little staff, a small Board and have funds returned to shareholders or trade to get them out. IMO
