I believe a vote can be changed, not "really" counted until meeting. It is only a form for the proxy to vote. Cant be left too late to change...

Hence the phonecall. I believe they are allowed to call based on your form selection, and "inform" you of anything you may not understand... but if they are in any way coercive or misleading then that is illegal.
