Hi RAF, with normal voter apathy MIN can basically vote down any special resolution (requires 75% of votes cast to pass), so things like additional placement capacity I believe are a special resolution. Also things like remuneration report strikes only require 25% of votes cast and even normal resolutions a 20% stake can be a deciding factor if other holders are undecided.
So doesn't give them day to day control, but does give them "influence", or perhaps a "foot on the throat" as you refer to it.
