Certainly looks like a done deal. I can't imagine the minister flying to Australia (Sydney) from Bangkok and then flying back again "confident" in foreseeing "the talks with Kingsgate will go well and that there will be no problems" without coming back with signatures on a settlement document.
It is a long way to fly there and back and I think the future course that you outline is prophetic.
