You may well ask the right questions. However, the answers from your source or colleague are vague or misleading or false.
The institutions applied for around half of $100m at the time of the institutional CR offer of $46m. Perhaps, that level of interest was at a substantially lower share price. There seemingly has not been that level of institutional investment interest, in excess of $100m, even at a hefty discount to the CR price.
If finance is available, why was this important fact not mentioned in the June quarter statements, or, if available since not disclosed?
