You are looking at NE from the sellers point of view.
Consider the above from the buyers point of view, you are asking someone to pay you for something that they have to invest a further $206M (now a lot more) up front & if all goes well they will make a profit of $168M (gone up as well) in NPV terms.
Considering the operational, political & other risks connected with the project you would have to be very desperate & have very deep pockets to take on such a risk & be able to fund it - finding a purchaser who is both desperate (stupid?) & possessing deep pockets is not that easy.
NE is a dog with a nasty flea infestation in the form of the excessive carry costs - anyone expecting a short term bonus from the sale of NE is likely to be sorely disappointed (although I would be extremely happy to be proven wrong on this).
