plant 1 can’t start proper commissioning until the plant gets signed off by the Thai govt officials.
but KCN said they would finish plant 1 by end Feb at latest and then spend a zippy one month recommissioning it.
but where did they budget for an open-ended sign off box-ticking procedure by Thai officials that needs to happen between finishing plant 1 and recommissioning plant 1?
