Sorry but that's not how it reads to me regarding the Nebari facility - it clearly says the limit is US$11.5mil and can be increased if KCN wish to capitalise all fees and charges. They drew down the initial draw of US$10.526mil of which US$526k went in fees to give them a net US$10mil. So surely the difference between US$11.5mil and US$10.526mil being US$974k is still available to be drawn down and as it will be needed I'm sure they would have grabbed it in January.
