Plus licensing. Which minor royals may have an advantage with. Also hopefully the refinery is not relatives of, or paying off people who approve our licenses.
I'm expecting $1m would not be realistic when management actually attempt it.
And money we don't really have right now. I'm assuming we're locked into a contract with the refiner, so they can recover their investment.
