That could explain why grade has not surpassed 0.4g/t - if recoveries are too low, and thus gold will be thrown away. It could make sense to hold off (incurring interest costs potentially being less expensive than throwing away the gold).
They could literally be stockpiling the decent ore for use in the 2nd plant, without the recovery issues (or into the first plant after fixes are done).
I have no other explanation why they would purposefully hold back higher grades, unless for negotiation purposes (suppressing profit while negotiating for reduced royalties).
Unless mining is simply way behind schedule (11 months to still not have an increase in grade from stockpile levels).
But why not tell us the truth...it's coming across badly due to lack of transparency, any way I look at it.
