Secured normally means that the financing agreement has been signed off and the money allocated by the financier.
There can still be other conditions for drawdown of each tranche.
Maybe KCN could have clarified better, but that is usually how it works. I am just reading the same words as everybody else, and that is how I have interpreted them.
Until we do get further clarification, your understanding of "secured" is not worth more than mine.
So you will need to find something else to "justify" your down ramping.
