We can call it whatever we want, but KCN called it "secured" in two separate market announcements.
The point is that the remaining conditions may not even be financial in nature, and the original question was wondering about the need for a CR, which assumed that financing delay was the issue.
There will always be risks with any company, and they will be ongoing, even after the financing is resolved.
