No offence but you are showing your lack of knowledge suggesting a better move would have been to stop building the mine!, but you are not the only one with previous suggestions of stopping progress and standing down the workforce.

Try researching Establishment agreements and relevant mining codes that have clauses to prevent this and what the ramifications are for any delaying actions. Also look at the ramifications of not producing when the mine is complete or reducing production once nameplate commissioning is achieved.
