Try researching Establishment agreements and relevant mining codes that have clauses to prevent this and what the ramifications are for any delaying actions. Also look at the ramifications of not producing when the mine is complete or reducing production once nameplate commissioning is achieved.

Agree, the Plant must be completed ASAP. At the least if an agreenent has not been reached at that point negotiations will be brought to a 'head'.
Once completed everyone has to make a decision depending on the stance Mali takes.
We assume and hope Mali will be rational but this may not necessarily be the case.
Its wait and see at this stage.
