There will be logical explanations for everything, including opportunistic changes that need to be dealt with. The French influence in contract negotiations can be quite underhanded even at best of times, and introduction of the new mining code threw us a curve balls. The junta are pushing hard for more cash, that government may otherwise overlook. Both sides will believe they are right as everyone still wants the mine to produce substantial benefits to the economy.

I don't see how stage1 to stage2 would change anything tax wise, normally what triggers change in agreements is either a new tenement not under the existing agreement being mined or when the existing lease lapses, neither of these will happen for the better part of a few decades
