Yes, it looks as if we share holders will get the tranche 1 as a capital return (of some sort). I am very happy with that decision.
My kind of leaning at this point, is for LEO to use most of the second tranche to get a couple or more of new projects. And concurrently to maintain a dividend payment per year using the royalty and a little cash left over from tranche 1.
