That is the feasibility of building a secondary processing plant very close to Goulamina. I think the numbers posted by @Ubique were quite compelling.
Have to factor though, you would have to bring in(to) a lot of chemicals on an ongoing basis, but on the other hand you would reduce the shipping (as you say) of spod - possibly completely? if you decided to do all secondary processing in country.
But GF have already started building a conversion plant in China just for our spod - they must think its cheaper to do it that way - ship the spod to their plant in China?
