Looks to me like they are simply guarding against the offshoring of profits via bogus loans to local subsidiaries - as many other countries are doing currently.
(Except Australia of course, we are a tinpot Pacific nation whose government is either totally owned (LNP) or cowed (ALP) by mining companies, many of whom have paid zero tax over the last 5 years despite billions in profit.)
