The ann says "..ongoing incomplete discussions with the government of Mali on correspondence that it has received."
Correspondence is about DSO. We know that already. Discussions are "ongoing"
They dont need to repeat themselves IMO.
If there was new correspondence or discussions were about something other than DSO they would have advised that this is the reason for extension.

Fear mongers are simply looking to create a lower price when it trades again so they can buy in.
