I wonder if the definition all pivots on “already in production” which we are not, unless imminent DSO shipments would’ve been enough to argue that technically we are now producing and therefore “existing”. Hence the big stall by way of correspondence issued by the Minister. My sense is that the Mali Govt will be wanting to capture Leo in the “new” category if it possibly can, given Goulamina’s size and likely future revenue (not to mention Morila/FFX bruises), but I guess we won’t really know until clarity comes in the form of the next announcement(s).
