It seems you may have misread the company announcement.

There are two reasons listed for the halt, not one.

Those two reasons are:
1. Correspondence from the Malian government; and
2. The application of the new mining code to Goulamina.

Many posters appear to be conflating this to mean the government is attempting to apply the mining code. While that may end up being true (we don’t know yet) it is certainly not what the announcement says.
