I understand your position; However, in my mind, I see it as "Nothing personal strictly business".
But that's just my opinion.

An example back home; the QLD Government changed the rules with regards to things like Royalties,etc.... does that mean bad relationships with miners in QLD?

Yes. And perhaps the Mali Govt. replaced the previous minister for some specific reasons...so then yes , it does make sense for the new Minister to check that any previous deals done under his watch, would need some closer scrutiny by the new man ...
