I would say " Yes" and " No" .
Yes, GF is the biggest operational partner and can determine where the material is being processed.
No, for the price received that won't make any difference. The Malian government will have a big chunk of the mine as well as royalties and taxes. They will make sure that GF does not underpay for what the lithium is really worth as that will come at the expense of what they are receiving. I'm pretty sure that GF will have to pay a competitive price for what is being exported.
