Yep, that is because Mali want Morila to go to their preferred buyer.
I would not be surprised to see the cash at bank or a large portion of it find its way into Mali hands.
Mali 'juanta' officials have realised that fleecing miners is like taking candy from a baby. It will come back to bite them.
As another poster said around $US40 plus mill is being ripped off us under the new law.
