Could be as simple as the Mali gov stating they would not support sale of DSO and LLL asking for an exemption due to the limited run of DSO sales then failing that, applying for special consideration for a load to two for purposes of testing logistics… should that be allowed, there would then need to be back and forth negotiations.

I could see a limited run being allowed… one that heavily benefits the gov financially, and benefits us more for testing than cash profit which I’d be more than happy with.
