I dont think that is exactly true. It is up to you (or your accountant) to identify as an investor or a trader. Trader CGT is not discounted but losses can be claimed against other income. Investor can get CGT discount after 12 months but only claim losses against other CG.
The test is based on volume and purpose. If you are buying and selling volume for the purpose of generating income you can choose to be treated as a trader. In fact one can keep two separate portfolios and treat one as trade and one as investment.
