I agree a great post by Akita.
2.5 years for EPA approval if that is an accurate timeframe is insane.
We are not talking prime agricultural land. By all means ensure that project is environmentally sound, remediation plans are acceptable etc but surely that should not take 2.5 years even for public servants.
