The other side of the story is ,if you are winning them all, you are selling too cheaply and will go broke.

As a young builder I was often tendering against a company called Nema Constructions. I confronted their estimator after a tender opening where their price was, way more than a reasonable profit margin, less than the second lowest tenderer and asked how he was hoping to make a profit with that price. I wasn't surprised when he said that's not my job.

He went on to say that as the estimator his job was to win the work and the construction division were the ones responsible for making a profit (from the impossible task he had set them).
