For International travellers they need to cross sell packages of local data, either esim or local simcard. There are many questions about using a phone overseas, as people are wary about getting hit with Roaming Charges.
Having clearly defined solutions to an obvious problem would be helpful and obviously wi-fi cannot be used when walking the streets.
