Ultimately the responsibility lies with one man.
if something within the company is not performing broken or needs to change direction it is up to the CEO to address and fix any issues that arise. It is chain of command and starts at the top to bottom and if need be concerns from the bottom must make it to the top. This does not seem to be happening and look at the share price and a growing number of unhappy shareholders with trust issues.
