Musk is f**king with governments, he is making a statement "I am more powerful than the elite and I can change markets on a whim". Problem is governments heavily invested in this sector cannot turn direction on a whim if they do then the 'emperor wears no clothes is exposed' and we know the climate change euphoria is just another scam, they won't let that happen. Musk also has to come up with the goods of making it work, yet unproven and pie in the sky stuff!
