So why not declare such? Not sure Gina operates in such a way and her thoughts but sounds a bit of foreplay - perhaps even a prep to delay of FID.
Having said that - I saw it exactly like he states and went all in but it would be far better to drop the FID by EOM - a short 2 weeks time - perhaps 10 days business.
