ETFs and managed funds are different in the way they are allowed to operate and how they are bought and sold, but can be separate classes of the same Fund.
In theory, I expect yes, but whether this is done much in practice is another question for an ETF. A fund manager would only do it really if it has a benefit for its investors - as this would increase the income earned by the fund that would get distributed to its investors. So from an Fund's investors point of view, it may be viewed as positive.
