While grade is king in the mining sector it is not quite so pronounced when comparing Nb, from my understanding fresh rock ore process's more easily and leads to slightly higher recovery rates when compared to enriched ore.
The complexity of FeNb production and the conversion process is costly and is unlike most other commodities, while grade affects economic recovery of concentrate it has no effect on economic conversion into FeNb once concentration is achieved.
If ENR was to sell conentrate from its lower grade fresh ore it would be behind the eight ball if compared to Luni concentrate, This disadvantage decreases when selling converted FeNb and may be viable economically?
Until ENR proves up an economic resource or not they will prove to be rocks in WA1's boots creating uncertainty for all.
