I'm not sure what digestion & separation process WA1 will use, but if I were the commercial/process manager, I'd simply stockpile the commodities "we" can't sell now (Th, U) and stockpile the uneconomic ones until they hit scale, currently not viable by low volume (Ta for example) or low prices not justifying non-bulk sales (CaO for example).
Alumina has value; at scale too.
The tailings could be valuable because of the value of the listed compounds but at scale (which Luni will operate at), over time, you may concentrate more valuable per mass unit minerals.
The scale enables upsides.
