I've had technical dealings with one of these outfits. They hired a piece of optical fibre test equipment from us that can measure the lengths of patchcords inside their datacentres down to 1cm resolution......with a view to making all optical paths as short as possible. Just one guy using a 10m patchcord where only a 5m length was needed could completely stuff up their trade execution speed !
Given the speed of light along an optical fibre in glass is about 200 million meters per second, 1cm is down in the picosecond range in terms of signal delay. Judging by the price we charged for them just to hire the specialised gear to do the measurement, I can confirm that yes, they do indeed make plenty of $$$.
And that's why programmed bot orders can appear/disappear in the blink of an eye.
