While the Chinese may not restrict niobium this year, or next, the fact remains they can restrict or halt supply (the question is can they halt all supply?!) whenever they like. We've seen how this works in Australia. It's my understanding that processing is controlled by Chinese businesses. Just on Brazil I know you all know this but China is their largest trading partner accounting for 26% of exports per annum - they hold a lot of sway. While they certainly wouldn't like niobium exports restricted I'm not sure they'd have a lot of control over it
