Misinterpretation IMHO
State & CBMM held each half of the mining licences. THEN they pulled them together in COMIPA. Then COMIPA appointed CBMM as the operator of those assets. State gets 25% royalty. CBMM needs to mine on both licences 50/50, hence the rumoured 'challenge' in 'just expanding' capacity (besides the strategical move of not oversupplying their own market)
