IF the mine takes seven years...the DCF factor blows out to 2.66. Let's give a reasonable WACC to use as an IRR hurdle rate - 15%.
Even if you amortise the 200 years + annuity to 5% as a perpetuity, then 427 mn / 0.05 --> * 1/2.66 * 61.34 mn shareholders -->
About 52 bucks per share.
Three years - then it blows up to $91 per share again.
Even if the mine took 10 years to develop, then in theory it would be undervalued and you should have an intrinsic value around $34.
