its a buy order that is hidden and tops up automatically when hit (plus some bots jumping on that are visible). Someone wants $16 as their accumulation point and doesn't want it to be seen or else it bounces away from you. The best way to actually buy as it looks like there are no buyers. Would suggest that pre market sell was designed to push the price down to $16 for someone to keep accumulating. A nice round number so sellers often look to take it as they have seen the price crash though round numbers many times in the past (usually only to bounce back up though).
