I suggest you do some research on charting and it will help you better understand.
RSI = Relative Strength Index is just one of many indicators that can show you if a stock is overbought or oversold at a point in time.
Ultimately you need to understand what an asset is worth and then assess what it's currently valued at.
There are some good posters here, read and take in what they are saying and go away and do your own research.
Once the MRE is out, we'll be able to calculate an inground value and then apply a % of that to give a rough current valuation.
If you genuinely want to learn, I suggest you identify the good posters on HC. Here at WA1, we have many. Off the top of my head Ozblue, aubin and Ninelives (especially for charting) are amongst our best.
