strategic chinese consortium buyer is a bit of a different kettle of fish from like, Rio Tinto etc, i agree with him that it's uncertain what exactly the path to production will end up looking like. The recent government support for arafura definitely makes the whole landscape for critical/precarious resources feel a lot more positive though, makes our western Nb strategic uniqueness more obviously an asset for buyers to pay attention to rather than having to rely solely on the raw economics with mining-major-fronted capital, so the complicated macro-scale issues surrounding the effect we might have on the niobium market by going into production are balanced out a bit by the chance of being nudged along the way with government loans if deemed sufficiently important.
