You don't understand the global market and the geopolitics involved. The West is de-risking their supply chains and are concerned about national security. The West isn't about to bend over and allow China to dump cheap material into their markets destroying any competition and then threaten once they own the Western markets not to supply them through China's new export licenses.
The West is not about to put millions of jobs and several trillion dollars already invested at risk. The West needs to create an ex-China LiB materials pricing mechanism ASAP to stop China manipulating global markets by artificially setting the prices.
