I see this as a cautious positive. If within a week or so S32 can make such an announcement it bodes well for now. Part problem for SYR is the cyclone did a lot of damage in the province so who knows how all the infrastructure is. I guess the people have more urgent issues for now and still a critical meeting next week. If they get through all this turmoil things should look much brighter as they were prior to the force mejor!!
