The EU have laws starting in the next year or two stating you can't get more than 60% (might be 40%) of rare earths from one country because of supply chain security. Graphite is a rare earth. Whether they do a Biden and extend the timelines for graphite is unknown but like the US, they're not ready for them to start on time. They are also kicking the AAM can down the road.
If China stops graphite exports to the US, it will kick them into high gear but it's still too late to meet the timeframes of the new laws.
