I am not sure where you got this alleged Graves quote about doing business in Australia from. I wouldn't know why Arcadium Lithium wouldn't look to extend their operations in Australia beyond Mt Cattlin given their existing footprint in Australia and their conversion capacity in Asia. Graves knows that Australia is a very stable jurisdiction and permitting times are probably relatively short compared to other locations (not sure how Australia compares to other location in terms of royalties and taxes etc.). They will certainly not continue to do business in Australia just for the sake of it and use their limited capital to buy an overpriced asset. But if they find an attractive target or make new discoveries at their existing and recently aquired tenements then why not!? Paul Graves literally said that he sees Arcadium as an international company (and this is an accurate description giving their operations and how they are part of an internation supply chain) when he was asked about moving the location of their existing US headquarters.
