It's probably a buy at these levels for a bounce of some kind. However, the problem is the company is a serial underperformer when it comes to execution. Livent and Orocobre and Galaxy were all basket cases in their own right when it came to execution. Bringing them together isn't going to rectify this underlying issue. It's like bringing dumb and dumber together. Adding two dummies together doesn't equal more intelligence. In fact, it only encourages continued mediocre performance.
