Thats an interesting point (quite right to not waste capital) the problem is the project lead times, with the old galaxy operations at Mt Caitlin you have infrastructure in place and can ramp up quickly, I don't think James Bay was progressed as much. The hard rock operations can be fast tracked to a point. But the Brine operations take time to establish then evaporation ponds take more time so a longer lead time. Its a balancing act to get the right infrastructure in place to take advantage of the next pricing cycle. If they currently have excess production capacity then dial it back meet existing quota commitments and or stock pile. Removing product from the market will not make non viable operators any better so they will not fill any gaps or take customer contracts. Also makes them a price maker not taker. I am sure the people in charge have sussed this out, it seems obvious, but we are not to know the fine details, could be a lot more to it.
